Prevent is one part of CONTEST, the government’s overall counter-terrorism strategy. Prevent aims to tackle the ideas that cause terrorism, intervene early to prevent vulnerable people from being radicalised, and support those engaging with terrorism to disengage and rehabilitate.
1. Recognise common signs of radicalisation
Common signs of radicalisation can include:

Viewing extremist content online or downloading propaganda materials.

Supporting or defending the use of violence as a way to address social or political problems.

Changing their clothing or appearance to align with the image of an extremist group.

Avoiding interaction with individuals they perceive as different or outside their belief system.

Displaying symbols or imagery linked to terrorist organisations.
2. Understand who is susceptible to radicalisation
Vulnerable persons may be more susceptible to radicalisation – this could include those that need special care, support or protection because of age, disability, risk of abuse, or neglect.
3. Know what steps to take
The Prevent referral process will differ depending on your local authority – your local policing team or local authority Prevent lead can help to advise on what you should do if you need to refer someone.
4. The importance of acting early
Radicalisation can happen quickly, especially in online spaces – the sooner you raise concerns, the quicker the person you are concerned about can be protected and supported.
5. Victim, not criminal
People referred through Prevent are understood to be victims of radicalisation – not suspects or criminals. They won’t get in trouble, and will be offered help to prevent them from being drawn into criminal or extremist activity.
